In Japan it is quite normal to watch TV while driving. Think it's illegal here in Europe, so definitely won't come here.

Well, it could be programmed to only work when stationary (like the HDMI input or the aquarium app)....

The concept of this you tube video is, to obtain free charge in the public car park (and he doesn't want to wander around in the shop, no intention of shopping) therefore what he can do whilst waiting in the car to be charged.

TV is there as an choice but only can be seen as TV whilst stationary, if the car is moving it becomes audio only, it clearly says. He also tried to connect his laptop (with adaptor) to work, connect iphone to watch You tube channel etc. In some Japanese cars the TV can be watched at the back seat (eg for kids) but not the front.
